The project which included the linking of the 72 talathi offices with the digital network was delayed for a long time. The e-governance initiative was first initiated in August 2010, in which the citizens facilitation centre (CFC) was established at the South Goa collectorate, Margao.

"All the talathis of the 72 sazas (revenue villages) of the South Goa district administration have been provided with notebook computers, web cameras and speakers to facilitate video-conferencing with the senior officials of district administration," a Times of India report quoted N D Agrawal, collector of South Goa, as saying.

The third phase of the e-governance project is expected to meet two purposes. First, it will enable the ‘talathis' (the government official responsible for maintaining accounts) to prepare instant reports on the assessment of losses during natural calamities.

The reports can be prepared on the notebooks provided to the ‘talathis'. Secondly, the linking of the talathi level offices with the CFC at the headquarters will facilitate any applicant (even from remote areas) to access required official documents by just visiting the village panchayat office.

Through this e-governance system, the public can now address their grievances to the collector through video conferencing facility.
