Kalam moots C'wealth Knowledge Grid

NEW DELHI: President APJ Abdul Kalam today called upon the Commonwealth countries to establish a Commonwealth Knowledge Grid, saying that connectivity enriches societies.

Addressing the inauguration of the Commonwealth Connects: International e-Partnership Summit here, the President expressed happiness over the summit’s aim to promote effective global partnerships between public and private sectors in developing and implementing strategies.

Mooting the idea of “Evolution of a Common Knowledge Grid” the President said the Indian experiences in connectivity for achieving societal transformation along with the experiences of other participating Commonwealth countries can lead to evolution of a multi-lateral connectivity between and among nations.

Stating that the telecom revolution in India had opened multiple windows of opportunities, he said the benefits of this revolution are in the process of percolating to the vast majority of our villages.

The President said that Broadband connectivity was key to realizing the stated socio-economic goals.

“The bandwidth is the demolisher of imbalances and a great leveler in the knowledge society. Making the bandwidth available is like the Government laying the roads,” Kalam said.

Stating that knowledge products drove the modern digital economy, he said bits and bytes traverse the network and create wealth and this will recover the cost of investments in the bandwidth.

Reiterating the aspect of societal transformation, the president said that in the proposed model, four grids bring about the inter-connectivity among the three sectors of the economy: Knowledge Grid, Health Grid, e-Governance Grid and the Rural Grid.

“Each grid is a system of multiple portals. This system of grid will bring prosperity to 700 million people in the rural areas and 300 million plus people in the urban areas. In the process, it will ensure that the lives of 220 million people are transformed from below the poverty line,” he said.

The President asked the Commonwealth Connects 2007 to “Evolve guidelines for common telecommunication policy to share resources, network, and infrastructure, without any barrier and facilitate implementation through a Commonwealth co-ordination centre. Also evolve guidelines for Common Information Security policy in IT.”

He also urged to undertake the study of e-governance implementations across the Commonwealth nations and suggest the best practices for the G2G and G2C implementations.
