Every global and Indian telecom player would be allowed to apply or bid for 3G spectrum. The Indian government has thus provided for a global auction!

International player who wish to bid need to have 3G experience.

Indian government expects to generate revenue worth Rs. 30,000-40,000 crores via the 3G auction.

Government to allows 5 players initially and later 10 players for each circle, barring Delhi and Mumbai, where due to scarcity of spectrum 2-3 players will be allowed.

MTNL and BSNL need not wait for the auction. They can receive the spectrum from today itself, but would have to pay the highest bidding price.

Telecom operators can bid for the 3G spectrum in 450 Mhz band, 800 Mhz and 1,900. Operators will be exempted from paying any annual fee in the first year of operations.

The operators, however, will have to pay one per cent of Adjusted Gross Revenue as annual spectrum charge after a period of one year.

For MNP service license, the operators will have to remit a one time non-refundable entry fee of Rs one crore. "No single company/legal persons/MNP license applicant or MNP licensee company, either directly or indirectly, will have any equity in any of the telecom service provider and vice-versa
