First-come, first-served policy was flawed: SC

The top court has today termed that the implementation of first-come, first-served (FCFS) policy was flawed while allocating the 2G airwaves. The observation by Chief Justice S H Kapadia has come while he was hearing government's plea on Presidential reference.

''First-come, first-served policy is fine, but its implementation was flawed. If a payment is made at last minute (instead of date), then it is not FCFS, it is out of turn. It just changed criteria and modality,'' said Kapadia.

The Supreme Court has on February 2 cancelled 122 telecom licences. The court while quashing licenses said that FCFS policy was a violation of right to equability and natural resources should be auctioned.
