DoT working on 3G spectrum allocation models

NEW DELHI, INDIA: The Department of Telecom (DoT) is working out the model for allocating 3G spectrum for the telecom industry.

The department is looking at various options like auction or allotment basis. However, the department has also not ruled out the possibility of allowing foreign players to bid for the 3G spectrum.

Speaking to the media, D.S. Mathur, secretary, DoT said that the they were looking at various options on allotment or auction for the 3G spectrum.

Commenting on the awarding new licenses, Mathur said three to four new licenses may be awarded. “But nothing has been finalized yet. The minister will have the final say on it,” Mathur said.

A. Raja, Union minister for Communications and IT said that the committee would look in to the awarding of the licenses. However, he ruled out changes in the licensing guidelines.

“Having received the license applications the guidelines cannot be changed. So the existing guidelines will apply within the background of the telecom regulator’s recommendations,” Raja added.

Mathur hinted that there could be ‘some minor changes’ in the telecom licensing guidelines. “There could be certain changes in the guidelines, but nothing has been finalised. The telecom commission would look in to it. The Minister would take the final take on it,” he added.
