NEW DELHI: Haryana Police have implemented Fingerprint Identification and
Tracing System (FACTS), a state-of-art criminal fingerprint analysis system
which is expected to complement the crime fighting skills of the State Police
departments. FACTS has been indigenously developed by CMC Ltd, an Indian IT
company.
FACTS is aimed at accurate criminal identification through Unified Matching
Algorithm (UMA), which offers high level of accuracy and speed in matching
scene-of-crime fingerprints. These algorithms are based on the fundamental
techniques of image processing, pattern recognition and computational geometry.
It conforms to the NIST standards for AFIS interconnectivity, besides supporting
WSQ image compression standards laid down by the Federal Bureau of Investigation
(FBI), USA.
FACTS supports both personal identification search (ten digit slip) as well
as scene-of-crime print detection, based on the chance prints left behind by the
criminal at the scene-of-crime. After scanning the fingerprint slip, the system
detects unique features called minutiae, skeleton etc. and then maintains the
slip in a digital format as part of its database. When a newly lifted
fingerprint is submitted for a search on the system, it reveals result in the
form of a 'Yes/No' to an already existing slip in the record.
Apart from Haryana Police CMC has implemented the system at Delhi, Tamil Nadu,
Andhra Pradesh, Kerala, Jammu & Kashmir, Mumbai and Goa Police and National
Crime Records Bureau at Delhi, as well as Mauritius Police have this system at
present.
