CCEA approves proposal to continue R-APDRP in 12th Plan

NEW DELHI, INDIA: In order to meet the objective and scope of the XI Plan Restructured Accelerated Power Development and Reforms Programme (R-APDRP), the Cabinet Committee on Economic Affairs (CCEA), today approved the proposal for continuing the R-APDRP in the XII Plan. However, minor changes have been incorporated to complete the ongoing projects.

The project is worth Rs. 51,577 crore and it was approved as Central Sector Scheme on July 31, 2008.

The R-APDRP programme covers urban areas, cities and towns with population upto 30,000. The programme focuses on actual and demonstrable performance in terms of AT&C (Aggregate Technical and Commercial) loss reduction.

The R-APDRP project will be covered in two parts. The first part will aim at establishing IT enabled system for energy accounting and auditing and SCADA (supervisory control and data acquisition) for big cities (with population of 4 lakhs). And the second part of the project will focus on regular distribution, up-gradation and strengthening projects.

According to a government press release, "Being one of the important programmes of the Government of India, the approval shall bring the benefits of R-APDRP to consumers in towns with population upto 30,000 (10,000 for special category States).

The programme will establish state of the art information technology enabling systems for reliable and sustained collection distribution network for business process automation, energy accounting and audit, network analysis and consumer services."

The total grant from the Government is estimated at Rs. 31,577 crore. Rs. 5,697 crore has already been released in the XI Plan and Rs 10,830 crore has been allocated for the XII Plan. The balance of Rs 11,897 crore will be carried forward to the XIII Plan.
