Shourie (2003 to 2004), has allegedly been allotted the controversial united access service licenses (UASL) on a first-come-first-served basis.

Shourie voluntarily assisted the probe agency. In July 2011, Shourie submitted a four-page signed statement to the CBI. However, he blamed TRAI recommendations and his predecessor Ram Vilas Paswan.

The agency concluded that Shourie promoted telecom services in the regions where service providers didn't wish to operate. These areas include: north-east, Jammu and Kashmir, and Orissa.
