The India’s federal investigation agency believes that Behura was a public servant and one of the chief conspirators in the alleged dual technology spectrum allocation swindle. The CBI alleged that Behura had misused his official position for a criminal conspiracy with private telecom companies.

The agency said that former telecom minister A Raja along with Behura forged his own note dated January 7, 2008 with an intent to fraudently allocate UAS licences and valuable spectrum to the accused telecos on priority basis.

He has been charged with section 120 B, 409, 420, 468, 471 and 13 (2) r/w 13 (1) d of PC Act 1988, which can entail him life imprisonment.

However, the agency didn’t have any roadblocks for Kanimozhi and other accused in the 2G scandal.

The CBI counsel told the Delhi High Court that the agency has no objection to Kanimozhi’s bail since the investigation into her alleged role in spectrum allocation has been concluded.

It also submitted that Cineyug Films chief Karim Morani needed medical attention and hence didn't oppose parole to him.

Behura has been in Tihar jail since February 2, and has filed a bail plea in the Delhi High Court which will resume hearing tomorrow.
