UIDAI, Petroleum Ministry sign MoU

NEW DELHI, INDIA: The Ministry of Petroleum and Natural Gas, the Administrative Ministry for Oil Marketing Companies (IOCL, BPCL, and HPCL) and Unique Identification Authority of India (UIDAI) signed a memorandum of understanding (MoU) on Friday to facilitate the close co-operation and working of the UIDAI with the Ministry and OMCs for the implementation of the UID project.

As per the MoU, oil marketing companies IOCL, BPCL and HPCL will act as registrars for the UIDAI on behalf of the Ministry for implementation of the Aadhar project.

Apurva Chandra, Joint Secretary, MoPNG, and K. Ganga, Deputy Director General, UIDAI signed the MoU on behalf of MoPNG and UIDAI respectively, in the presence of Petroleum Minister Murli Deora, UIDAI Chairman Nandan Nilekani Minister of State Jitin Prasad among others.

The 12-digit unique number that the UIDAI will generate will be combined with the smart card project of the Ministry for distribution of PDS kerosene and domestic LPG through biometric identification of beneficiaries.

According to UIDAI chairman Nandan Nilekani, oil companies would get Rs 50 each for every enrollment done. At present, there were more than 11.5 crore LPG customers in the country and it is envisioned that by the year 2015, there would be 16 crore LPG customers.

As per the MoU, the Oil Marketing Companies would act as Registrars for the UIDAI on behalf of the MoPNG for the implementation of the project. This would help in accurately identifying users and beneficiaries of the services rendered by the OMCs and have uniform standards and processes for their verification and identification.

The Ministry with the OMCs along with the UIDAI will chart out a joint roadmap for the implementation of Aadhaar numbers in the OMC’s database.

The bio-metric Smart Card based distribution of PDS SKO and domestic LPG Pilot Project will be executed along with the State Governments of Andhra Pradesh and Karnataka, who have already entered into an MoU with the UIDAI. The initial pilots would be held in the city of Hyderabad, Mysore and Tumkur. Selected blocks in the city of Pune (Maharashtra) are also proposed to be covered under the Pilot.

Satyam, Morpho selected key partners for UIDAI

Meanwhile, a report said that Mahindra Satyam and a consortium led by Morpho, a high-technology firm belonging to Safran Group, have been selected as the key partners to implement the Aadhaar program.

Mahindra Satyam and Morpho were selected by UIDAI as one of the three key partners for the initial phase of this program, said a PTI report. The first phase will run up to two years during which a total of 200 million people are expected to be registered.

Mahindra Satyam and Morpho will develop and maintain systems that will cross-check every new application by sifting through the biometrics database, preventing accidental or fraudulent duplication and ensuring that each identification number is unique.
