The Home Ministry has asked the DoT to examine the solution suggested by the Delhi Police commissioner Neeraj Kumar.

The stiff competition in the telecom sector is viewed as the main reason behind the bulk sale of SIM cards which is used by criminals/terrorists and cheats for illegal or anti- social activities.

To check the sale of bulk SIM cards, the Delhi Police Commissioner has suggested measures like physical verification of the applicant and the use of registered posts for delivering SIM cards, in case of tele-verification.

The Delhi Police has also made it clear that a dealer will face stringent punishment, if he/ she issues multiple SIM cards on a single consumer application form.
