Last month, Pulok Chatterji, principal secretary to the Prime Minister had asked the office of the Registrar General to complete the Adhaar enrolment process in 14 districts across the four states by the end of May.

"The idea is to provide Aadhaar cards to 80 per cent of the population in each district so that people are eligible for subsidies through the direct benefit transfer scheme," an Economic Times report quoted a senior official in the Office of the Registrar General, as saying.

Both UIDAI and the Registrar General of India were responsible for pan India enrolment of Aadhaar, out of which 16 states and two union territories had to be covered by the Registrar General of India. The Registrar General of India began the process of enrolment in Uttar Pradesh in January and in Bihar in February. Out of over 32 crore Aadhaar cards issued so far, only six crore cards have been provided by the Registrar General.

As per Government's plans, the second phase of the direct benefit transfer scheme will be rolled out in 78 districts from July 1.
