NEW DELHI, INDIA: Haryana is slated to make a breakthrough in the implementation of State Wide Area Network (SWAN) when state chief minister, Bhupinder Singh Hooda formally unveils the project later in the day.

With this the state would take a lead in rolling out SWAN, even as other states in the country are in their last stages of finalization.

SWAN is the Core Infrastructure Project under the National e-Governance Plan (NeGP) of the department of information technology. Christened Adhaar, the SWAN will connect the state headquarters with 19 district headquarters.

The backbone network earlier named, Haryana State Wide Area Network (HARNET) will have the capability for voice, data and video transmission and dissemination. Initially the network will be utilized for inter-department connectivity, multi-user and multi-service facilities, video conferencing, file transfer facility, e-mail, on-line application processing, query and response.

The network will enable better communication, information sharing, and allow people to work together more effectively resulting in cohesive administration.

The network would be implemented in phases. The first phase would cover strengthening the existing intranets at the state Secretariat, Haryana Bhawan and 19 districts headquarters with existing NIC/DOT infrastructure.

The second phase would extend the network to all government departments, state Secretariat, districts, sub-divisions, Tehsils, Sub-Tehsils and Block headquarters.

Hartron, the state ICT implementation agency, has tied-up with Tulip IT Services to implement the SWAN project on a PPP mode.

Where the Department of Telecom has not provided suitable links connectivity has been made available through private partners.

Adhaar promises to boost speedy implementation of various e-governance schemes undertaken by the Haryana government.

The network will also facilitate delivery of citizen-centric services under a single-window system.

The backend is also equipped for the sharing of vital information such as citizen databases, distribution of educational content, integrating databases of government departments, boards and corporations as well as other agencies.

The data sharing will straighten the performance of promotional schemes undertaken by the state government.

The state government departments will now have an established departmental intranets and local area networks which will lay the foundation of Centralized Data Repository of public domain information for 'Anytime-Anywhere' usage.

Indications are that the SWAN and other applications will be integrated with the project monitoring system of the state chief secretary, who will be enabled to monitor the status of the projects on a daily basis.
