Govt of Gujarat : VAT Information System

Government of Gujarat adopted VAT from 1st April 2006 and decided to automate entire VAT related business processes simulataneously. To digitize the entire process, Commissionerate of Commercial Taxes, Governmrnt. of Gujarat along withTCS started the project Value Added Information System.

The project was initiated to ensure prompt capturing of data at its origin in digitized form. Digitization of VAT process also provided administration an in-depth analysis of information for better decision support as well as strategizing the tax administration processes.

With VATIS, dealers can now file their returns online. They can put online request for acquiring statutory forms and receive the forms at their door steps. Requests for refunds as well as amendments can be filed online. Project also allows tax officials to take timely decisions in terms of tax administration by providing meaningful information at all levels instantly.

The system has reduced the cost of maintaining, assembling and summarizing the information and also reduced loss due to delay in decision making. Tax Officals can now keep a track of performance of tax offices with respect to tax collection targets. The Project has reduced the effort involved in the creation and submission of various statutory notices and orders.

The VATIS framework has been developed on open standards -Java/J2EE technologies using OOPS concepts which provides scalability, maintainability, modularity, reusability, portability, performance, Security and Industry wide support. It provides web based access, horizontal and vertical scalability and SOA based hybrid architecture. TCS is providing post implementation support for VATIS to Government of Gujarat for 3 years.
