The vision of the initiative is to ensure that individuals and organizations use secure, efficient, cost-effective, easy-to-use, and interoperable identity credentials to access online services in a manner that promotes confidence, privacy, choice, and innovation. This grant was one of five selected from a competitive field of approximately 70 consortium proposals.

The Exponent-led consortium includes three key members. Exponent, the program prime, is responsible for program management, engineering consulting and interoperability testing and evaluation; Gemalto, a worldwide leader in digital security solutions, will provide smart and secure credentials; and HID Global, a worldwide leader in secure identity solutions, will contribute device provisioning, authentication identity proofing, and client middleware.

The consortium will also engage Experian Corp., a leading global information services company, as well as other cyber security thought leaders from academia and industry. The consortium will also include three relying parties as pilot partners: a large federal agency, a medical facility, and a leading social media company. In cooperation with these partners, pilot projects will demonstrate how the team's system can enable a range of use cases, including secure access to federal information technology resources, convenient and secure access to electronic medical records, and enhanced security and privacy for social media usage.

The team's system incorporates a variety of form factors and enables convenient attribute verification over secure data flows, including encrypted contactless interfaces. Solutions will be derived from existing and emerging open standards designed to yield an interoperable system that is widely deployable and conducive to participation by a wide variety of solution providers and relying parties.
