All public services, including taxes, banking, passport, driving licence or information to fishermen, will be digitalized once the bill is passed by the Parliament. The bill will be extended to all states except the state of Jammu and Kashmir.

Even though the government is giving five years' time to all states to mandate the new policy, Sibal doesn't expect it to happen it in the given timeframe.

According to the Ministry of Communication and IT, the competent authorities of each state government will ensure the services, to be covered with the grievance reddressal mechanism, are provided within six months of the Bill came into effect.

In the backdrop of alleged corruption charges against the government functionaries, the Electronic Service Delivery Bill 2011 is crucial in order to provide public services in electronic mode to enhance accountability, accessibility and transparency in delivery of such services.
