NEW DELHI: Union Minister for Communications and IT Dayanidhi Maran has asked the state-owned telecom operator BSNL, to double its turnover by 2010.

Addressing the Conference of Heads of Circles of BSNL in Delhi, Maran outlined the future roadmap for BSNL. “BSNL should double turnover to reach US $ 20 billion by 2010, with increase of 27 per cent year-over-year, and add on 108 million GSM and 18 million broadband connections.”

“Add on an average of three million GSM subscribers per month from January 2008 to December 2010 and five lakh broadband connections per month from January 2008,” the minister urged and asked the circle heads to focus on all required parameters to ensure Navratna status to BSNL in next one year.

“BSNL should leverage Optical Fibre Cable (OFC) capacity by taking fibre to the curb and fibre to home with extensive application of GPON technology,” he said further.

Strategy

The minister said the strategy should be a judicious mix of outsourcing and direct implementation keeping in view the areas of core competency, and maintain technology as the main driver.

Maran asked the circle heads to take some immediate steps such as developing business model for STD / ISD / PCO conversion to broadband kiosks, which can be developed as “One Stop” Sales and Distribution Centres for other value added services also like sale of SIM Cards, IPTV connection, Bill Collection and the like.

“Once these PCOs are re-christened as “One Stop” point of sales for various services, these can be developed as Brand Building tools. This step will help BSNL in providing services at the doorsteps of the consumers,” he said.

Suggesting improvement of levels of Average Revenue per Unit (ARPU) through new application services offerings (Revenue Streams), scheme-wise, he said aggressive posturing for GSM roll out with monthly targets to all the field units would be set.

“Extensive Wireless Broadband roll-out with various plans including revenue sharing should be given importance. Prepare a Multiple Roll–Out Plan immediately, to be reviewed in June,” he said.

The minister asked BSNL to upgrade its network by extending its IP–MPLS Core network to district and taluk levels.

“Set-up of Soft Switch infrastructure to leverage on VoIP traffic and concentrate on deployment of Next Generation Network (NGN) Architecture,” he said.

Capacity Building

On the capacity building front, the minister said that the Re-engineering of Business Process exercise will be completed within three to four months.

“ISO 9000 certification in every Secondary Switching Area (SSA) to bring attitudinal changes in employees, and a profit centre concepts at all levels should be inculcated. Link evaluation for employees’ benefits, and encourage Intensive interaction at zonal level,” he said.

Maran also announced the formation of various professional groups at Circle/Zonal level in next three to four months.

“Devise incentive scheme for GSM and Broadband Roll-Out, circle-wise, for the officers at field level. Introduce incentive scheme to cover capacity building for the professional groups in the high performing circles,” he said adding that a Group of three CGMs, Director (Operations) and Director (C&M) may devise the incentive scheme today.

Quality of Service

The minister wanted BSNL to aim for high level of customer services and ensure top class customer satisfaction. “Implementation of on-line, no delay monitoring mechanism with extensive usage of complain redressal mechanism. Simple and fast track procurement through e-tendering at circle level and delegation of powers to the circle heads and adoption of aggressive marketing strategy, circle-wise, to ensure extensive customer reach, should be adopted,” he added.
