India has the lowest number of malicious hackers... but the survey fails to note the number of Indians involved in ad click frauds, comment spam posting and other nickle and dime ( low paying ) slave task. Where else in the world can you hire 10,000 people willing to work for $3 per day faking clicks on ads or logging on to web forums to post spam advertisements etc. Frankly... countries where people are willing to do mundane tasks for $3 per day are a bigger pain in the Internet's butt then malicious hackers.
