UP embraces e-governance to check land fraud

LUCKOW (UP), INDIA: Moving a step further on online availability of land records under its land records computerization programme, Bhulekh, Uttar Pradesh governments has decided update changes in land records in real time and certify the latest updated land record by digital signature of the authority in district.

This e-governance project will be implanted in six e-districts of the state namely Gautam Budh Nagar, Ghaziabad, Rae Bareily, Sultanpur, Sitapur and Gorakhpur.

“The decision has been made by the government and we are working on the procedure involved to improve connectivity among servers and software that will be required for this project. Software will be ready by mid-March,” said S.B.Singh, state information, officer, National Informatics Centre, UP in an interaction with CIOL. NIC will be implementing agency of this project.

Singh added that this would check the possibility of land frauds in the state as the timely updated records will be accessible by everyone.

“This will help in checking of incidents like selling land to many people by the owner or false claim of people on a land,” said Singh.

Under this project, any citizen will be able to apply online for certified copy of land record, which will be digitally signed by lekhpal, a member of Uttar Pradesh Lekhpal Sangh, which looks into land records related works, by paying merely Rs. 15 from net banking system.

The state government has also proposed to make this project accessible from common service centre where a village-level entrepreneur will be able to charge Rs. 25 for providing the same document.

“The meeting with banks is due and it is due to take place in early march,” said Singh.

Once the software is ready, the state government will notify this project in ‘government order’ to give legal recognition to the digitally signed document.

Singh mentioned that the project would be available across all the districts of the state once the connectivity among 300 servers that run across the state is strengthened.

NIC has started collection of sample digital signature from all districts in UP. By the end of March 2010 or early April, NIC will start training of lekphal across Tehsils in the state. Singh indicated that later on these land records may be linked with the Registrars office in the state from where a person can also get to know valuation of land as per government rate in a particular circle.

“It will be too early to give any timeline on linking it with registrars’ office but we always consider ways in which we can add more value to the project,” said Singh.
