Tough time ahead for SIM card vendors

Government suggests DoT to penalise the vendors who provide new cell phone connections without proper verification

NEW DELHI, INDIA - The Union Home Ministry has suggested the Department of Telecom (DoT) to impose heavy penalty on operators in providing new connections without any proper verification of recipients of SIM cards, say media reports.

The suggestion comes in the backdrop of the use of mobile phones for terrorist activities. There were many such instances reported from different parts of the country.

The Home Ministry said the telecom operators failed to stop the unauthorised use of mobile connections despite repeated warning from the authorities.

The Ministry suggested the Department of Telecom to impose heavy penalty on those operators who violated the basic norms in providing new connection without proper verification of recipients of SIM cards.

The proposal comes after the Government informed the service providers that DoT is the final authority to direct both private and public sector telecom operators to cancel or punish any agent or franchisee if their conduct is found harmful to national security.

The Home Ministry had recently highlighted the misuse of cell phones in a terror incident where an accused had allegedly acquired nearly 50 SIMs without any proper verification. Also it pointed out that the WiFi Internet wireless technology was used to trigger the Ahmedabad blasts.

The Ministry has advised the DoT to direct all mobile phone operators to get two existing cellular customers as sponsors before issuing a SIM card to the new customers. It also suggested the DoT to issue a guideline making it mandatory for SIM card vendors to take instant photograph of new customers.
