Urvashi this is one of the best piece of journalism i have ever come across in my life. Amazing. You have covered almost all the facets of ICT and their present problems. The interesting part is that you reminded me of Mr. Praveen Dalal, the only other person who has pointed the deficiencies of Indian ICT strategies and policies. I have seem one thing. Congress seems to be either anti information technology or it lacks the manpower to appreciate or execute various ambitious projects in India. Responsible media reports like these may act as an eye opener.
