BANGALORE,INDIA:IBM unveiled the IBM Government Industry Framework (GIF), designed to address persistent challenges that Governments face today. IBM GIF is a unified software platform for implementing comprehensive solutions focused around improving citizen services, increasing transparency, enhancing public safety, crime prevention, managing law enforcement, disaster management, security threats, exploding urban and IT infrastructure, effective traffic management and tax and revenue management.
The framework follows a unified approach to accelerate the deployment of solutions to build a Smarter Government. This approach is superior to the two traditional practices: custom development, which is lengthy and expensive, and packaged applications that are inflexible, standalone and requires heavy customization. The framework enables customers to choose from a variety of industry solutions that are pre-integrated on common middleware and industry-specific extensions. As a result, customers can deploy solutions in their current environment faster and at lower cost without compromising on flexibility and choice.
Addressing a press conference, Dr. Ponani Gopalakrishnan, vice president, IBM India Software Lab said “Governments across the globe are pursing collaborative networking and technology innovation to protect and connect citizens, increase information sharing and speed communications -- ultimately, leading to smarter decision-making. The IBM Government Industry Framework delivers:
Speed: Incorporates proven software foundation, government industry-specific extensions, pre-built solution accelerators and implementation patterns for faster deployment at lower risk.
Flexibility: Provides a roadmap that enables customers to build capabilities over time on their existing environment.
Choice: Leverages an ecosystem of industry ISVs and IBM solutions that are built on industry standards and pre-integrated into the framework.
Interoperability: Increases transparency across government entities for more efficient information sharing, service coordination and record keeping.
Some of the solutions that are enabled by GIF were showcased at the IBM India Software Labs in Bangalore included:
1.Smart City Command Center – This initiative uses smarter systems and solutions to help cities improve their sustainability, meet their goals and deliver effectively to the citizens.
2.Government Trusted Identity Solution - IBM's Government Trusted Identity solution helps in social services and citizen benefit delivery by improving the trust and confidence in human identity systems and related business transformation. The solution will improve the access to social services and entitlements by the residents, making the system more efficient, transparent, and easier to use and less vulnerable to fraud.
3.Law Enforcement Solution - Internal security and public safety is one of the most challenging issue Governments across the globe are facing. To timely investigate crimes, identify patterns and trends, capture crime statistics, build knowledge are some of the common aspects of every police system modernization initiative. IBM offers appropriate standards based technologies to help the police to detect anticipate and respond during law enforcement.
4.Smart Work for Efficient Governance - This solution enables Governments to do smart work. It provides a unified interface for citizen and Government employees with appropriate authorization and personalization. It leverages SOA approach to deliver G2C & G2G applications to be working independently.
5.Smart Analysis through IBM Data warehousing - IBM with comprehensive data warehousing technologies and smart analytics can help the Government to derive meaningful knowledge and empower them for effective decision making, which helps in proper utilization of resources and better planning. This solution can be extremely useful to the agricultural department. It can provide logistic methodology approach for crop production based on current crop distribution (Area, Production etc.). and help in analyzing usage of crop and land by viewing region wise class area and irrigation sources.
6.Mobilizing Information for Intelligence - This solution constructs a single view of human entity from internally available sources (e.g. passport, driving license, telecom and utility) and externally available sources which are stored in different formats and media. For effective intelligence gathering, the disconnectedness of data sources and the large volume and lack of uniformity in data collection and usage creates challenges in linking all this data together to create a unified view of the entity. The solution automatically correlates geographically distributed data sources and provides the capability of “data finding data” as needed.
